That wasn't the point but Hux wasn't going to bother wasting his breath on his reasoning if Ren was finally removing his clothes. He placed the belt on the ground, wanting to make sure that the lightsaber didn't suddenly turn on and stab him in the foot if he just dropped it on the ground. That would be a really stupid way to get himself hurt and Ren's saber was unstable enough to do that. At least, he wouldn't be surprised if it happened.
